About Jose Luis Hernandez
Jose Luis' professional practice combines the arts, social innovation, and educational leadership.
Jose Luis is the founding director of Sistema Tulsa at Boston Avenue United Methodist Church in Tulsa, Oklahoma where he is helping build and sustain an inspiring and evidenced-based music education program in partnership with local schools. He has led this groundbreaking faith-based ministry and public schools partnership for over 10 years, serving thousands of young musicians with free instruction and positive learning environments.
In 2021, Jose Luis accepted a citation of commendation on behalf of Sistema Tulsa and addressed the Oklahoma House of Representatives to highlight the value of arts education. In 2023, Jose Luis was recognized with the Accelerator Award from the George Kaiser Family Foundation; and in 2025 Sistema Tulsa was named a finalist of the Oklahoma Center for Nonprofits' “One Awards” in the Arts and Humanities Category.
He holds degrees in music from Texas Christian University (B.M in Classical Piano) and the University of Texas Pan-American (M.M. in Orchestral Conducting). He was a Conducting Fellow at Bard College-Conservatory of Music and Abreu Fellow at the New England Conservatory of Music to research and advance the El Sistema education philosophy.
In 2025, Jose Luis was awarded the Public Leadership Credential from the Harvard Kennedy School of Government studying policy design, moral leadership, and program evaluation. He is currently pursuing a Master of Education at the Harvard Graduate School of Education.
He serves as board chairman of the Oklahoma Arts Institute, the state's official school of the Arts, and as board member of The Opportunity Project in Tulsa, the city's intermediary for expanded learning, after school, and summer programs for children and youth.
He performs as a pianist and conductor nationally and internationally, and writes for local and national publications. In 2022, he released his CD album "Piano Devotions” with the esteemed Albany Records.
